Official Barangay Document Data Privacy Act Compliant Effective: October 1, 2026

Welcome to the Barangay Sta. Lucia Resident Management Portal. By logging in and using this system, you agree to abide by the following terms. These rules are designed to protect the community and ensure fair access to all barangay services. Please read them carefully.

1 Acceptance of Terms

By accessing this portal using your assigned Barangay ID, you confirm that you have read, understood, and agree to these Terms and Conditions. Continued use of the portal constitutes acceptance of any future updates to these terms.

2 Eligibility & Account Responsibility
  • Only verified residents of Barangay Sta. Lucia may access resident-level services.
  • Accounts are created by the Barangay Office. You will receive your Barangay ID Number and a temporary password on a credentials slip. Keep it private and do not share it with anyone.
  • You must change your temporary password the first time you sign in. Passwords must be 8 to 12 characters long.
  • You are fully responsible for all actions performed using your account, including requests, reservations, and reports made under your name.
  • Keep your contact number and address accurate. The Barangay uses them to reach you about your requests.
  • Any attempt to use another resident's credentials is a violation and will result in permanent account suspension.
3 Equipment Borrowing
  • All borrowed equipment (chairs, tables, tents, sound systems, etc.) remains the property of the Barangay at all times.
  • Choose Pickup (at the Barangay Hall) or Delivery (by a barangay rider). Electronic equipment such as microphones and speakers is delivery only for safe handling.
  • Borrow and return times are between 8:00 AM and 3:30 PM. The 3:30 PM cutoff applies: no pickup, delivery, or return can be scheduled from 3:30 PM to 5:00 PM. Advance bookings remain available.
  • For personal events, pick up on your event day and return the next day at the same time. Funeral viewing (burol) borrowing follows its own period as stated in the request form.
  • State a clear purpose and a valid 11-digit contact number in your request so that the Barangay can reach you.
  • For deliveries, you must confirm receipt and check the quantity when the items arrive. Report any missing or damaged item right away.
  • Any lost, damaged, or unreturned items are the full financial responsibility of the borrower.
  • Repeated late returns or abuse of borrowing privileges may result in a temporary or permanent borrowing ban.
Important: Equipment borrowing requests are subject to stock availability and barangay approval. Submitting a request does not guarantee approval.
4 Return, Inspection & Accountability
  • Returned items are counted and inspected by barangay staff. Each unit is recorded as good, damaged but repairable, beyond repair, or not returned.
  • If any item is damaged or missing, your request is marked Incomplete return and the inspection notes, photos, and cause (for example, borrower fault) are recorded against your account.
  • Borrower-fault damage or loss must be repaired or replaced as directed by the Barangay, and may add to your offense record and lead to a borrowing ban or account suspension.
  • You will be notified through the portal of the inspection result. Concerns about a result should be raised with the Barangay Office.
5 Barangay Use & Priority
  • Official barangay activities, programs, and emergencies have priority over resident borrowing. Equipment reserved for barangay use is deducted from the available stock on those dates.
  • If a barangay reservation conflicts with your approved request, the Barangay may reschedule or cancel it. You will be notified in the portal with the reason.
  • Availability shown in the calendar (fully booked or partially booked dates) already includes barangay reservations and other approved requests.
6 Facility Reservation (Court & Hall)
  • The Basketball Court and Multi-Purpose Hall are community facilities open to all residents for recreational and civic use.
  • All reservations require approval from the barangay office before they are confirmed.
  • When you cancel or reschedule a reservation, a reason must be provided. The Barangay may also cancel or reschedule with a stated reason.
  • Official barangay events, government programs, or emergency use will always take priority. Your booking may be cancelled or rescheduled if a conflict arises, and you will be notified immediately.
  • Vandalism, fighting, gambling, and the consumption of alcohol on the premises are strictly prohibited and will result in permanent system ban and possible legal action.
  • The facility must be left clean after use. Failure to do so may result in suspension of booking privileges.
7 Reporting Concerns
  • The Citizen Concerns feature is provided exclusively for legitimate barangay issues such as broken streetlights, road damage, noise complaints, and waste management concerns.
  • Attach only genuine photos or videos related to the concern. Uploads are automatically checked, and inappropriate, violent, or unrelated content will be rejected and recorded.
  • Submitting false, malicious, duplicate, or spam reports is a direct violation of these terms and may result in suspension of your concern-reporting privileges or of your account.
  • Concerns are reviewed and responded to by barangay officials within a reasonable time frame. You can follow the status and replies in the portal.
8 Data Privacy

Barangay Sta. Lucia takes your privacy seriously. All personal information collected (Full Name, Address, Contact Number) is used solely to verify residency and deliver barangay services. Your data is never sold to or shared with unauthorized third parties, in full compliance with the Data Privacy Act of 2012 (Republic Act No. 10173). Only authorized barangay personnel can view resident records, and their actions are recorded in an audit log.

9 System Security & Two-Step Verification
  • This portal is protected by Two-Step Verification. After your password, you must enter a 6-digit code from your Authenticator app or a code sent to your Gmail (valid for 5 minutes).
  • Never share your verification codes with anyone, including people who claim to be from the Barangay.
  • You must not attempt to bypass, disable, or circumvent any security mechanism of this portal.
  • Any suspicious activity detected on your account (e.g., login from unknown devices) will be logged and reported.
  • Five (5) consecutive failed login attempts will temporarily lock your account for 15 minutes as a security measure.
10 Account Suspension, Appeals & Termination

The Barangay reserves the right to suspend, restrict, or permanently terminate any account that violates these terms, submits forged information, or abuses the privileges provided by this system. A suspended resident may submit an appeal from the sign-in page, which will be reviewed by the Barangay. All administrative decisions are final and subject to barangay governance rules.

11 Notifications, Records & System Availability
  • You will receive in-portal notifications about the status of your requests, reservations, and concerns.
  • Requests, approvals, inspections, and account actions are recorded for transparency and accountability.
  • The Barangay may place the portal under maintenance mode from time to time. Services may be temporarily unavailable during this period.
12 Changes to These Terms

The Barangay may update these Terms and Conditions as the system and its services change. The latest version is always available on this page, and continued use of the portal means you accept the updated terms.
